Coordinated Entry System Training for Direct Service Staff


This page is designed to provide more in-depth training on the Coordinated Entry System (CES) to staff members and agencies who are directly working with individuals being referred to the CES. This can include street outreach workers, housing providers, or other agency staff who work for agencies that serve individuals or families experiencing literal homelessness. Literal homelessness within the CES is defined by the Department of Housing & Urban Development (HUD) as:

  • For Individuals and Families (Single Adults 25+ years and Families with at least one minor child): lacks a fixed, regular, and adequate nighttime residence, meaning: (i) Has a primary nighttime residence that is a public or private place not meant for human habitation; (ii) Is living in a publicly or privately operated shelter designated to provide temporary living arrangements (including congregate shelters, transitional housing, and hotels and motels paid for by charitable organizations or by federal, state and local government programs); or (iii) Is exiting an institution where they have resided for 90 days or less and who resided in an emergency shelter or place not meant for human habitation immediately before entering that institution.
  • For Youth 18-24 years of age: Along with meeting the criteria outlined for Individuals and Families, Youth can also qualify for literal homelessness if they are couch surfing and staying with someone temporarily/unstably.  
  • Persons that are experiencing homelessness due to fleeing domestic violence also meet the qualifications of literally homeless outlined by HUD per the Violence Against Women Act (VAWA) regulations.
